What is Health License?
A Health trade license is the license issued by the Municipal Corporation. It acts as a permit to run a business or trade in goods and services that are directly related to the health of the general public. In India, before starting any trade that deals in goods and services that affects the Consumer’s health at large shall compulsorily obtain a Health License. Health License is of two types:-
- Health Trade License
- Health Care License
The purpose of the Health Department is to grant licenses in consultation with a piece of advice from other technical advisory departments like Fire Brigade, Health, Estate, etc. Considering this, obtaining a license from the Health Department before investing in businesses like manufacturing, storage or trade becomes essential. It covers various health-related businesses such as eating houses, ice factories, sales of milk and milk products, restaurants, medical shops, manufacturing drugs, etc.
A Health trade License must be obtained by the businessperson before the commencement of business. This license helps in ensuring that the health of the public making use of the various goods and services is taken care of. This license undertakes that the hygiene and safety norms are being followed.
Why this License is Required?
For all businesses dealing with goods or services that involve the consumption of food, medicines, or any goods that are ancillary to the food or medicine business, the license is mandatory. Similarly, for services affecting the health of consumers, the license is mandatory.

Document Required for Health License
- Proof of Possession
- Proof of Commercial user of Premises
- Additional Documents for Commercial user
- Certified plans of the concern trade premises from Architect / Licensed Surveyor, including loft or mezzanine floor if any.
- Plan showing layout (Building) location of main entrance / exit / staircase / lifts / fire lift as per approved plan by competent Authority.
- Plan from Architect for Trade premises
- Test Certificate regarding Electric Audit for electrical fittings/fixtures installed in the premises as per Electricity Act & Rules from Govt. approved electrical Inspector.
- Certificate in Form-A from Licensed Agency (List available on www.mahafireservice.gov.in) for Fire Resistance Door installed in the premises
- As per Sec-3(3);Rule 4(2) of Maharashtra Fire Prevention & Life Safety Measures Act-2006, Form- A &/or Form-B Certificate (as the case may be) from authorized Licensed agency regarding Fire- Fighting & Fire-Protection system/equipment stipulated/installed on the premises.
- In case where only fire extinguisher are stipulated (with BIS, E.N. standards or other equivalent standards) validity certificate shall be provided.
- In case L.P.G. Cabin is proposed, the authenticity of its location certified by A.E. (B&F) shall be produced.
- Undertaking cum Indemnity Bond (in a format which is approved by L.O.)

In India, to conduct business that deals in goods and services that affects the health of consumers at large, the government mandates the obtaining of Health Licenses. Primarily there are two kinds of licenses
- Health Care License
- Health Trade License
One has to simply log onto www.mcgm.gov.in and click on ‘New Business Application’, fill up the form for the license and submit it. After filling the form, the fire brigade department and public health department will scrutinise the form and the shop as well in terms of safety and security.
For carrying out activities in the health trade centre, the business person is required to obtain a Health License from the respective Municipal Corporation of different States. The Health License ensures the person associated with trade to be free from any harmful risks associated with it.
