Factory License acts as a document of approval given by authorities to carry out manufacturing activities. The Department of Factories and Boilers issues Factory License. It is the duty of the Factories and Boilers Department to keep a check on the health, safety, and welfare of workers.
Factories Act 1948, says that a factory must obtain its building plan approval from the labor and employment department before covering themselves for a factory registration. Under this act, registration and renewal of the Factory license are also done to ensure the safety of workers.

An applicant has to apply with duly filled in Form No-2, a set of prescribed documents and fees prescribed in the proper head of Account in the shape of Treasury Chalan in the office of Director of Factories & Boilers, of his state.
A license for a factory is granted by the Chief Inspector in Form No. 3 on payment of specific fees[as stated in Table A and Table B of the Rules]. The license may be granted or renewed for a period (not exceeding three years at a time) and will be specified at the time of the grant or renewal.
