The following entities which is a GNA grantee, may authorise other such GNA grantee(s), to use its GNA, in full or in part for a period not exceeding 3 (three) years at a time on mutually agreed terms and conditions:
- State Transmission Utility on behalf of intra-State entities including distribution licensees;
- A drawee entity connected to intra-State transmission system;
- A distribution licensee or a Bulk consumer, seeking to connect to ISTS, directly, with a load of 50 MW and above;
- Trading licensees engaged in cross border trade of electricity in terms of the Cross Border Regulations;
- Transmission licensee connected to ISTS for drawal of auxiliary power.
Who Can Apply for this application?
The “Application for use of GNA by other grantee(s) under Regulation 23” can be applied for by a GNA Grantee who already holds an approved quantum of General Network Access (GNA) to the Inter-State Transmission System (ISTS).
Specifically, the following entities can apply:
Existing GNA Grantees who wish to authorize another GNA Grantee to use their allotted GNA, either partially or fully.
The other GNA Grantee (i.e., the one being authorized to use the GNA) must also be an entity that has been granted GNA under the CERC Connectivity and GNA Regulations, 2022.
Conditions:
Both parties (the authorizing GNA Grantee and the receiving GNA Grantee) must be compliant with the eligibility criteria under the GNA regulations.
The authorization must be mutually agreed upon and documented in the application.
The authorization must not violate any terms of the granted GNA, such as capacity limits or timelines.

- NoC from concerned STU (in line with clause 23.1 of the Detailed Procedure) as per FORMAT-GNA-TRANS-NOC in terms of availability of transmission capacity in Intra-State transmission system for the quantum and period of GNA to be transferred.
