What is Application for Permit to import Soil

This permit issued by the Ministry of Agriculture is mandatory for importing soil, earth, clay, peat, sphagnum moss, or similar materials for microbiological, soil-mechanics, or mineralogical investigations, as well as peat and sphagnum moss for horticultural purposes. The importer or their authorized agent must apply to the Plant Protection Advisor (PPA) to the Government of India at least one month in advance to obtain the permit. It is applicable when importing soil for research purposes, importing growing media containing soil, peat, or other organic materials, or importing sphagnum moss for horticultural use.

Who Can Apply for this application?

  • Any importer complying with sub-clause (ii) of clause 4 of the Plant Quarantine (Regulation of Import into India) Order, 2003

  • The importer’s authorized agent acting in accordance with the same provisions

  • Applicants covered under sub-section (1) of Section 3 of the Destructive Insects and Pests Act, 1914 (2 of 1914)
