This certification is required by any person or entity desiring to re-export any agricultural commodity (a quantity of seeds, plants and plant products or any regulated article consigned from one party to other at any one-time shipment) where such commodity is being re-exported under the Plant Quarantine (Regulation of Import into India) Order, 2003.

Phytosanitary certificate is defined as a certificate issued in the model format prescribed under the International Plant Protection Convention of the Food & Agricultural Organization, issued by an authorized officer at the country of origin of consignment or re-export. Export, for the purposes of this approval is defined as an act of sending any agriculture commodity from a place inside India either by sea, land, air or across any customs frontier into any part of another country.
