This certification is required for any person or entity intending to import agricultural commodities for re-export under Clause 3(21) of the Plant Quarantine (Regulation of Import into India) Order, 2003, covering one-time shipments of seeds, plants, plant products, or other regulated articles consigned from one party to another. As per the Order, no plants, plant products, or regulated articles can be imported into India without complying with prescribed phytosanitary conditions, which regulate a wide range of items including seeds, grains, fruits, bulbs, tubers, planting materials, timber, soil, live insects, microbial cultures, bio-control agents, transgenic plants, and genetically modified organisms, among others. A Phytosanitary Certificate, issued in the model format prescribed under the International Plant Protection Convention (IPPC) of the Food and Agriculture Organization (FAO) by an authorized officer in the country of origin or re-export, is mandatory and is applicable when importing or re-exporting agricultural commodities specified in Schedule V, VI, and VII of the Order.
